Success of Lanzhou Summit 2018

Lanzhou Summit 2018 was held on December 23. The Summit was hosted by School of Management, Lanzhou University, supported by Center for Business Innovation Research at Lanzhou University, Gansu Academy of Management, Gansu Dadiwan Culture & Communication Co., Ltd and sponsored by Gansu Huali Industrial Group. The theme of this year’s summit is the Rise of Green Development in Gansu in the New Era—Strategies and Paths which has attracted 500 representatives from universities, enterprises and governments to discuss key issues and give advices on the green development in Gansu Province.

Professor Zhanting, Yuan, Party Secretary of Lanzhou University attended the summit and said in his speech that as socialism with Chinese characteristics has entered a new era, the principal contradiction facing Chinese society has evolved, and Chinese economy has shifted from a high-speed growth stage to a high-quality development stage, “innovation, coordination, green, openness and sharing” has become the new development concepts. Gansu has thoroughly applied Presidents Xi’s important instructions of “eight efforts”, actively promoted the transformation of new and old kinetic energy and is striving for green development.

Secretary Yuan stressed that the summit needs to improve its degree of fusion and connect more to ecological, innovative and high-quality development of Gansu. It can take the construction of ecological innovation park at Yuzhong Campus of Lanzhou University as an opportunity, focus on the study of which and offer views and insights to the development of LZU and Gansu. Secretary Yuan asked attendees from all community to regard Lanzhou Summit as a platform, enhance communication with Lanzhou University and use its advantages in technology, education and human resources to promote sound and rapid development of Gansu.

Professor Guoxian Bao, president of Lanzhou Summit and honorary dean of LUSM expressed warm welcome to the participants. In his speech, Professor Bao pointed out that Gansu should position its development strategy of the next decade in green development, and to achieve which, technology development should be served as drive, enterprise as body and innovation of government system as guarantee. He also said that to achieve the strategic transformation of Gansu, development consensus from all sectors of community should be built.

Dajian Zhu, distinguished professor of School of Economics and Management, Tongji University and decision making consultation advisor of Shanghai Municipal Government, delivered a speech titled The Key Issues to China's Green Development. Professor Zhu raised 4 decoupling of China’s green development: from urban sprawl to smart growth, from high-carbon development to low-carbon development, from linear economy to circular economy, from ownership economy to sharing economy and believed that to achieve green development, we must first establish a right development concept, which is to look at green development as an approach rather than a result of production. Through analyzing the issues of decoupling, all parties should be brought together to find the path to green development.

Wenzhong Cao, vice president of China Economic Information Service and chief editor of Economic Information Think Tank of Xinhua News gave a speech under the title of Implement Green Development Idea, Help the Construction of Eco-industry System in Gansu Province. He mentioned that Gansu should seize the opportunity, speed up the development of green industry and build green financial system.

At the end of the summit, Wensheng He, Dean of LUSM released Evaluation Report on Development and Management of Industries in Gansu Province and introduced contents and discoveries of the report.

The report consists of 7 subreports : Performance Evaluation Report 2018 of Gansu Municipal and Prefectural Governments Based on Government Website Information”, “Evaluation Report of Financial Budget Governance Ability of Local Governments in Gansu Province", "Index Report of Green Development in Gansu Province ", "Qilian Mountain National Park Construction: Selection of Foreign Experience and Path ", "Research Report of Public Culture Governance in Gansu Ethnic Areas--Taking Gannan Tibetan Area as an Example" and "Evaluation Report of Talent Development in Gansu Province", which focused on economic, social, cultural and ecological development in Gansu and drew objective conclusions through investigations and analyses and indicated that Gansu should take open development, green development and innovative development as strategies and take building open platform and innovative development model, promoting circular economy as paths. The reports have provided important academic support for decision makers in governments and enterprises.

Dean He mentioned that it is LUSM’s responsibility and mission to contribute to the development of Gansu. LUSM will help the green development construction of Gansu with open and inclusive mind.

 

Lanzhou Summit was started by LUSM in 2014 and is held annually. It brings together scholars and practitioners to discuss key development issues of Gansu and has become an important brand for serving the economic and social development in the province.
