Project of Prof. Zhang Guoxing’s Team Supported by the Special Fund of NNSF

On January 3, 2023, the project of Professor Zhang Guoxing's team-" On the Risk Transmission Mechanism of Power System Transformation To Achieve Double-Carbon Goal" was approved and have been supported by the special fund of The National Natural Science Foundation of China (NNSF) in 2023, with a fund of 2 million yuan. This is another key level project after the team of Professor Zhang 's undertaking the key projects of the NNSF and The National Social Science Fund of China (NSSFC) .

President Xi Jinping pointed out in the The Report of The 20th National Congress of the CPC that China will work actively and prudently toward the goals of reaching peak carbon emissions and carbon neutrality; Based on China's energy and resource endowment, we will advance initiatives to reach peak carbon emissions in a well-planned and phased way in line with the principle of building the new before discarding the old; The energy revolution will be thoroughly advanced as coal will be used in a cleaner and more efficient way and the planning and development of a system for new energy sources will be sped; China will get actively involved in global governance in response to climate change.

Power system transformation has become a key measure of achieving carbon peak and carbon neutrality, and promote energy revolution. In order to solve the multi-agent, multi-link, multi-scenario and multi-stage risks faced by the energy transition, Professor Zhang's team, based on the double carbon goal and the safe transformation of power system, carried out research on the systematic measurement of power system transformation risks and the exploration of its transmission mechanism. The project is of great significance for revealing the mechanism of externality formation in power system transformation, constructing the theoretical and methodological system for risk prevention and control, deepening the implementation of building the new before discarding the old, steadily and scientifically promoting the safe transition, and promoting the green transformation of energy structure and the high-quality development of economy and society.

Professor Zhang Guoxing, the chief expert of the project, is currently the associate dean of the School of Management, the associate dean of the Institute of Green Finance, LZU, the director of the Institute of Strategy and Organization Management of LUSM, the doctoral supervisor, the winner of the New Century Excellent Talents Support Program of the Ministry of Education, the distinguished professor of Gansu Feitian Scholars, and the first batch of Cuiying Scholars of Lanzhou University. Prof. Zhang has been focusing on the major theoretical and practical issues in the field of public management and energy transformation in China for a long time. In recent years, he has undertaken a number of projects such as the key projects of NNSF and NSSFC, the general project and youth project of the NNSF, and the 2022 special major science and technology projects of the State Grid Corporation of China. Focusing on energy conservation and emission reduction, energy and environmental policies, Prof. Zhang has published over 70 articles in sub-journal of Nature , Journal of Environment Management, Energy Policy, Journal of Cleaner Production, Socio-Economic Planning Sciences, Environmental Impact Assessment Review, International Journal of Environmental Research and Public Health, Journal of Management Science in China, Chinese Journal of Management Science, Management Review, Systems Engineering-Theory and Practice, Study in Science of Science, China Population, Resources and Environment, etc. The relevant research results were reported by NASDAQ, World Bank, Chinese Social Science NET and other institutions and media. His publications were selected as the "Frontrunner 5000-platform of Chinas top academic papers from high-quality scientific journals", the most influential paper of Chinese Journal of Management Science, and won the excellent achievement award of philosophy and social sciences in Gansu, and the special prize for outstanding achievements of CTTI 2022.

In recent years, the School of Management has closely followed the goal of "double first-class", focused on the major strategic needs of the country and regional economic development, attached great importance to and taken effective measures to deepen organized scientific research, focused on "large platforms, large projects, large teams, and large achievements", continued to optimize the organization model, and constantly improved the evaluation mechanism and incentive mechanism of scientific research achievements by organizing interdisciplinary research teams, promote the high-quality development and discipline construction of the school . Through unremitting efforts, the discipline construction of the LUSM has achieved remarkable results, the institutional mechanism of scientific research has been gradually strengthened, the backbone team of scientific research has been constantly enriched and strengthened, the number of high-level scientific research projects undertaken has increased significantly, a large number of influential high-level research achievements have been achieved, and the ability to serve the society with first-class scientific research achievements has been significantly improved. The approval of this project is another important achievement of the school since the carrying-out of organized scientific research. It is believed that in the future, through the joint efforts of the faculty and the effective implementation of organized research activities, the comprehensive strength of scientific research of the School of Management will surely reach a new level.
