The Research Project Funded by World Bank Closed Successfully

Recently, the World Bank research project on loan performance evaluation led by Prof. Bao Guoxian from China Research Center for Government Performance Management of Lanzhou University, has been closed successfully after the closing review. Over the past few years, the research team has submitted 3 reports to World Bank, local governments of Guangdong, Hunan and Gansu Provinces, as “The External Monitoring and Evaluating Report on Loan Performance by World Bank on Construction of Pilot Town as Demonstration of Rural Economic Comprehensive Development in Gansu Province”, “The Survey Report on Satisfaction and Socio-economic Impact on Construction of Pilot Town as Demonstration of Rural Economic Comprehensive Development in Guangdong Province with the Loan of World Bank”, and “The Survey Report on Satisfaction and Socio-economic Impact on Construction of Pilot Town as Demonstration of Rural Economic Comprehensive Development in Hunan Province with the Loan of World Bank”, with more than 100 high-quality research reports involved in, all highly appraised by the project clients.

The World Bank Office, Beijing, considered the series of reports submitted by the research team has demonstrated as rigorous in theories and solid in methods, with theoretical value to reconstruct the public project performance evaluation system, and great practical significance to continuously monitor and improve the performance of public projects. During the conduction of the project, the research team held a conference in Dunhuang in June 2018, to introduce the system of performance monitoring, evaluating and governing on public projects based on value-based model for performance management, for project manager of World Bank, experts on monitoring and evaluation, and leaders from the local governments in China.

Over the past 5 years, on the basis of the World Bank research projects, the research team led by Prof. Bao Guoxian has engaged in the research vigorously, and gained series of achievements, including 1 major project funded by NSFC, a youth project funded by NSFC, 1 youth project funded by Social Science Fund, 4 MOE (Ministry of Education in China) Project of Humanities and Social Sciences; more than 10 papers published in Journal of Public Management, Journal of Public Administration, Chinese Public Administration, and so on; trained several students involving 2 PhD, 2 Masters, and some undergraduates; several provincial achievement awards. The China Research Center for Government Performance Management has always taken active stance to the calling of the University and the nation, fully playing its role to serve various governments and public sectors by conducting research projects, with its advantages on theory, stage and experience. Series of research reports, papers, and policy suggestions have been produced accordingly, achieving good social and academic reputations.
