On Dec.17, the “2022 New Think Tank Forum” was held in Nanjing, hosted by Nanjing University and Jiangsu Provincial Academy of Social Sciences. During the forum, the 2022 award-winning list of the best cases and outstanding achievements of CTTI source think tank was released. The Blue Book of County-Level Government Performance: China County-Level Government Performance Index Research Report (2021) (hereafter as the Blue Book), edited by Prof. Bao Guoxian, Honorary Dean of LUSM and the director of China Research Center for Government Performance Management, passed the expert evaluation and won the grand prize, the highest award together with other 62 achievements nationwide.

The Blue Book is the first county-level government performance index in China developed by Prof. Bao Guoxian and his team with the decade-long research efforts, based on their exploration on public value-based government performance governance (PV-GPG theory) and relying on internet big data and other means. The index will provide the theoretical basis for China’s high-quality country development and rural revitalization strategy, the academic support for deepening administrative system reform and improving governance modernization, the academic resources for the development of public management and related disciplines in China, and elemental support for LZU’s public management to become a first-class discipline. The index research results are published by Social Sciences Academic Press.

In the future, the China Research Center for Government Performance Management will continue to take basic theoretical research as its core support, actively serve the high-quality development of national and local economy and society, and make new and greater contributions to improve the modernization level of China’s governance system and governance capacity, and promote the better transformation of China’s institutional advantages into governance effectiveness.
