On the morning of October 13th, 2023, the proposal symposium of the major research project funded by National Social Science Fund of China (hereafter NSSFC) titled “Study on the Measurement Theory, Method and Chinese Practice of Efficiency Improvement of Fiscal Policy in the New Era”, with prof. He Wensheng from LUSM as the chief expert, was held in LZU. Li Qingwu, director of the Theory Division of Publicity Department of CPC Gansu Provincial Government, Ma Caichen, professor of Nankai University, Shi Shaobin, professor of Shandong University, Chen Shaoqiang, research fellow of Chinese Academy of Fiscal Sciences, Cai Wenhao, professor of Lanzhou University of Finance and Economics, An Juntang, member of the Standing Committee of the Party Committee and director of the publicy division of LZU, Wang Xuejun, director of social sciences administration of LZU, Liu Yajun, Party Secretary of LUSM’s CPC Committee, and members of the project team and the person in charge of sub-topics attended the symposium. The symposium was co-chaired by Wang Xuejun and Chen Shaoqiang, leader of the expert group.

Commissioned by the Publicity Department of the CPC Gansu Provincial Committee, Director Li Qingwu congratulated the successful convening of the proposal symposium. He mentioned in his speech, the research is the latest exploration under the theme of modernization of Chinese style in the integration of development and innovation of the disciplines of public management and finance. Based on the overall goal of serving the modernization of national governance, the topic transcends the traditional perspective of fiscal management, expands the conceptual connotation and research scope of fiscal policy effectiveness, and explores and establishes the theoretical system of measuring the effectiveness of fiscal policy in the new era, which will surely help to build the academic discourse system of China's fiscal governance and the independent knowledge system, and also has important significance for the reform of China's fiscal and taxation system. In addition, he also provided requirements and guidelines for the study of this topic.

An Juntang delivered a speech on behalf of LZU. He pointed out that the approval of the major research project of prof. He Wensheng’s team from LUSM in December 2022, which not only reflects LZU’s capability and determination of sticking to western China and serve the country with innovation and development, and focus on solving major scientific research problems, but also shows that the solid research foundation formed by the team of the subject headed by Prof. He Wensheng's sustained attention to financial and budgetary performance for years has been recognized by experts in related academic field. It is hoped that with the guidance of major national demands, the team can take the approval symposium as an opportunity to continue to explore cutting-edge academic theories in the field of public finance, and provide strong theoretical support for the in-depth implementation of the spirit of the 20th CPC National Congress, the construction of China's independent knowledge system, and the promotion of Chinese path to modernization.

Liu Yajun, speaking on behalf of LUSM, mentioned that the successful launching of the proposal of the NSSF major project with prof. He Wensheng as the chief expert fully embodies the mission and intention that the construction and development of LUSM’s disciplines and scientific research in the service of the Party and the country, and demonstrates LUSM’s firm determination to take more vigorous initiatives to promote the internal and high-quality development of the discipline to continuously make new progress. It is expected that the team shall achieve more academic innovations in the future with greater impact.

In the subsequent report and inquiry session, prof. He Wensheng, on behalf of the team, made a detailed report on the research project to all the participating experts. Starting from the macro background of the project, He put forward the necessity and urgency of carrying out the research on this topic, and then made a detailed introduction from the aspects of problems, objectives, contents, highlights and difficulties, ideas and methods, as well as the plan of the research.

The participating experts highly evaluated the research significance of the project, and considered that the research of the project is based on the major practical needs of China's economic and social development and fiscal policy, and closely focuses on the value orientation and key tasks of improving the effectiveness of fiscal policy in the new era, which demonstrates the deepening and expanding of the study of China's fiscal research from the theory of public finance to the theory of state governance in the context of the new era. In the meantime, the experts provided the project and each of its sub-topics with valuable and constructive suggestions on the research object, scope, methods, and logical relationships.

Prof. Wang Yongjun of the Institute of Finance and Economics, Central University of Finance and Economics, prof. Wang Zecai of Chinese Academy of Fiscal Sciences, prof. Yang Lixiong, Zhang Guoxing and Lang Mei of LUSM, who are in charge of the sub-topics, responded to and explored the issues raised by the expert group.

Prof. He Wensheng summarized and concluded the symposium. He sincerely thanked the participating experts for their valuable opinions on the research, and expressed his willing to study and absorb, so as to further improve and optimize the research proposal. He hoped that the participating experts would continue to pay attention to the research progress of the project with more guidance. With the resolution mentioned above, the team will carry out the research of each of its sub-topic according to the research plan, continuously improve the quality of the research, and strive to obtain more innovative and forward-looking results, so as to promote the scientific decision-making and implementation of China's fiscal policy and make positive contributions.
